From the Commodore's Stateroom:
Folks;
When I scheduled the March meeting I did not realize that it conflicted with The Maine Boat Builders Show in Portland. I have changed the meeting date to Sunday March 26, 2000 to accommodate this. I apologize for the mix-up and hope that this did not inconvenience anyone.
We all had a great time at the dinner auction. Ginnie Tourney was as usual very entertaining as our auctioneer. It was a good time with good food, good company, and we also made some money for the club.
There are a couple of issues that you ought to know about if you are not already aware. One is that our Legislature is currently considering a bill, L.D. 2375. Ansley Sawyer just informed me that original bill has been amended and the No Discharge Zone that the state will request of the Federal Government will be for 50 areas along the coast and not the entire coast as in the earlier version. The Federal Law already prohibits discharging sanitary boat waste within 3 miles of the coast. My concerns with the bill are that it is not clear what is meant by sealing the toilet system to prevent a discharge and who is going to enforce it. The bulk of the bill is favorable in that it promotes more pumps out stations along the coast.
The other issue concerns an individual that has submitted a permit to the Army Corps of Engineers to install rental moorings in Duck Harbor, McGlathery Island, Camp Island, Merchant Island, Barred Islands, and Herrick Cove in Penobscot Bay. I have written a letter to the Corps in opposition to this permit. I have also been sent copies of about a dozen other letters in opposition from club members and others on the e-mail list.
Anyone wishing to comment officially should do so in writing to:

Or by email (which will be quicker) to: jay.l.clement@usace.army.mil.
Susan Rowling has signed on as Committee Chair for the Spring Banquet and has lined up the upstairs at the Landings for the event. If you would be interested in helping please give Susan a call. The Keegans are working on a program concerning chartering in the Islands. This ought to get us all excited about the new sailing season.
Hope to see you at the meeting.
Fair and Warmer Winds, Dick
February 26, 2000 Meeting Minutes:
Following cocktails and dinner the meeting was called to order by Commodore Dick Bentzel. All the members introduced themselves. Two new members, Sam Ladley and Beth Bull, were present. The minutes of the January 16, 2000 meeting were approved. The Treasurer's report was brief and was approved. The Commodore indicated that he and Arthur had reviewed the 1999 figures and, with some bills still outstanding, it appears that the Club may be slightly in the hole for 1999. The Commodore pointed out that the status of the vote on obtaining a clubhouse is now at 111 in favor, 8 opposed, and 1 undecided. He also noted that there are now 57 members participating with e-mail addresses for the club, and the new Bulletin Board on the web page (www.rocklandyc.org) has improved the club's ability to notify the membership.
On another note the Commodore requested authority to purchase a plaque for Paul Devine, and the Navigator, thanking him and the staff for their support of the Rockland Yacht Club. There was a motion, second, and the members voted to authorize the Commodore to spend around $35 to $40 for this plaque. Ginnie Torney pointed out that Paul Devine was not doing well and had been diagnosed with brain cancer. We were all sad to hear that news.
Under other business Charles Faulkingham announced that there was an article in the paper indicating that the Atlantic Challenge Foundation had just received a $970,000 grant from MBNA to continue with their goal of improving the Rockland waterfront. In the article the Foundation thanked the RYC for the support that the Club had given. Charles also pointed out that at recent dinner meeting of the Chamber of Commerce that the Atlantic Challenge Foundation had additional complimentary things to say regarding the RYC. It is nice to hear that.
The meeting was adjourned.
Ginnie Torney then took over as the auctioneer for the annual RYC auction. Ginnie did a wonderful job, as usual, as both auctioneer and entertainer. There were some real great buys to be had along with some items that may find their way back to next year's auction. One of those was an item in which Patrick Rowling had the high bid as long as Charles Faulkingham took the item home. The amount raised was clearly worth the effort and we had a good time to boot but the actual amount, unfortunately, was not available in time for Mike's printing deadline (Satisfy your curiosity by attending the March 26 meeting). A few items that did not sell will be included in the annual yard sale. Due to the SIZE (pun intended) of the audience there were only two contenders for the man's wetsuit (Jeff McKinney is heading for warmer waters). It will go to the yard sale.
